Board​ Members

The Nunavut Labour Standards Board consists of up to five members. Below are brief biographies of the Board’s current members.


Arthur Yuan – Chair

Arthur Yuan is Legal Counsel for Nunavut Tunngavik Inc. (“NTI”), the land claims organization representing the Inuit of Nunavut.

Arthur obtained his Bachelor of Laws (LLB) degree from Renmin University of China Law School (Beijing, China) in 1993 and was qualified to practice law in China. He obtained his Juris Doctor degree (Magna Cum Laude) from Albany Law School of Union University (Albany, New York) in 2001, and he received his certificate of qualifications from the Federation of Law Societies of Canada in 2006. Arthur is currently admitted to practice law in Nunavut, Ontario and New York.


Arthur worked as in-house legal counsel for a comprehensive holding corporation in China from 1993 to 1998, and in law firms in Toronto and New York from 2001 to 2007. Arthur’s practice focused on aboriginal law, administrative law, corporate, business litigation, employment, real estate and international business transactions.


Arthur was Managing Legal Counsel for NTI from 2007 to 2020, during which time he lived and worked in Iqaluit. He was president of the Law Society of Nunavut in 2012 to 2013. Aside from a two-year break, Arthur has served on the Nunavut Labour Standards Board since 2009.


Natsiq Kango

Natsiq Kango works for Baffinland Mines as a Community Resources Coordinator. Natsiq speaks and writes both Inuktut and English.

Born and raised in Iqaluit, Natsiq attended Sir Martin Frobisher School. Later, Natsiq moved to Arctic Bay to raise a family. She now has children, grandchildren, and great grandchildren.


Natsiq was elected to Nunavut Tunngavik Inc. as Secretary and Treasurer for three years, as well as serving as town councillor in Iqaluit for three years. She was a member of the Society of Gynecologists of Canada (SOGC), Canadian Midwives, and was both a member and executive member of Midwives of Nunavut. She has been an adoption commissioner for Nunavut since 2011. Natsiq worked as a counsellor at Inuksuk High School in Iqaluit for four years, and at Inuujaq School in Arctic Bay for one year. Natsiq also has a wide variety of business experience.


Sara Siebert

Sara Siebert is currently based in Iqaluit, and her practice is concentrated in the area of criminal defence at the trial and appellate levels. Sara is Counsel for Elections Nunavut and is the Deputy Law Clerk of the Legislative Assembly of Nunavut. Sara also sits on the Nunavut Criminal Review Board (NCRB). Sara is the Federation Council Member appointed by the Law Society of Nunavut. Sara has been a member of the Nunavut Labour Standards Board since December 2018.


Sara graduated from Dalhousie University with a BA (Hons) in Political Science and International Development Studies (1999). She attended Trinity College, University of Dublin, and received her LLB in 2003 and a Masters in Letters (MLitt) focusing on International Criminal Law in 2005. She also holds an MA in International Affairs from the Norman Paterson School of International Affairs (NPSIA), Carleton University (2009). In 2003 Sara completed the Federation of Law Societies of Canada (FLSC) National Committee on Accreditation course studies, and in 2004-2005 she clerked for Justice Louis LeBel of the Supreme Court of Canada. She was a member of the Law Society of Upper Canada (now Law Society of Ontario) in 2005-2020 and was admitted to the Law Society of Nunavut in 2014.


Sara maintained a criminal defence practice in Ottawa, where she was also Chair of the Board of Directors of the Community Legal Services Ottawa-Centre (2007-2009). From 2007 to 2016 Sara was Legal Officer (Reserve) with the Office of the Judge Advocate General. During that time, she deployed as a legal advisor on Canadian Forces Operations and was an instructor at the Military Law Centre in Kingston, Ontario. After moving to Nunavut, she worked as a criminal defence staff lawyer for the Legal Services Board of Nunavut and held the positions of Lead Criminal Counsel and Clinic Director for the Kitikmeot Law Centre in Cambridge Bay.


Frank Skoda

Frank has been living in Iqaluit and working for the Government of Nunavut for more than thirteen years. In his current position of Senior Fiscal Advisor, Frank provides advice on issues related to the Financial Administration Manual to senior management of the Department of Finance, other departments, Crown corporations and public agencies. He also reviews current Financial Administration Manual directives to amend them and to develop new directives to address emerging issues and to provide more guidance in the area of financial management.


Frank was born and raised in Prague, Czech Republic. He worked in both the private and private sectors in the Czech Republic and became familiar with financial management and business administration. In 2004, he studied accounting and management at State University of New York at New Paltz, US.


In 2006, he earned a Master of Business Administration (MBA) degree with a finance concentration from Queen’s University in Kingston, Ontario. He became a Certified Management Accountant (CMA) in 2013, a Chartered Professional Accountant (CPA) in 2014 and a Certified Treasury Professional (CTP) in 2015. In 2021, he completed the Policy Development Program offered by the Government of Nunavut. Frank is a member of CPA NWT/NU Ethics and Professional Conduct Committee.


Seema Abbasi 

Seema Abbasi works as an Adult Educator with the Nunavut Arctic College, Baker Lake. Seema is a member Ontario College of Teachers (OCT) and Ontario Certified English Language Teacher (OECLT) as of 2008 and 2009. Seema graduated in Master of English Literature and Master of Philosophy in Politics from University of Punjab, Lahore Pakistan. She also holds certificates in Adult Education from Centennial College, Toronto (2008) and project management (CAPM) from Sheridan College, Toronto (2013). Most recently Seema obtained her Masters in Online, Digital & Distance Education (ODDE) from Athabasca University, Alberta (2021).


Seema’s professional work experiences range from public, private and government sectors. She has performed as a teacher, mentor, trainer, manager, and director in higher education in Pakistan and Malaysia. Seema is also a recipient of Best Resource Person Award for her work at the International Islamic Conference of Statistical Sciences held in Lahore Pakistan.


Her work as a trainer with the City of Mississauga, Mobile Licensing and Compliance (2007-2014) had her execute training programs from start to start for the Region of Peel as well as Region of Halton. Seema was member of the team nominated for the Café Award in 2009 in Mississauga. Additionally, Seema was twice the recipient of United Way Award of Excellence from the Mayor of Mississauga.


Currently Seema serves as the Chair of Professional Development Fund Committee, Nunavut Arctic College (NAC) and is a member of Nunavut Health & Safety Committee.
